           Joseph Octave Nolin was by all accounts one of Saskatchewan first M/tis members of the Legislative Assembly. He was born on Mya 15th, 1868 in Botineau, North Dakota, of French, Scotish, Irish and Sauteau ancestry. Educated at Ste-Anne des Chênes, MB, he came to Saskatchewan as a farm youth of Jackfish Lake. Here he ranched and farmed fir naby years, For a period of ten years he ran the steam ferry which crossed the Saskatchewan River at Battleford. He was also a Justine of the Peace.

         In his prime "Joe" Nolin tipped the scales at three hundred pounds, and ws said to be an avid outdoorsman, travelling extensively in the North by canot, dog-sled, horse, and later automobile. He was widely read and an accomplished linguist. speaking English, French, German and a Native tongue. He became a well-known figure in the Battleford area and as such, gained the Liberal nomination in the Athabasca Counstituency for the Provincial General Election in 1908. He served  as an M.L.A. for Athabsca and Ile-a-la-Cross for seventeen years until his death in 1925. He developed a reputation for being a lively exponent of the tremendous potential and natural wealth of the Northern part of this province.
